In recent years the Obama Administration has advocated for the increased testing of the Pay for Success financing model in Federal agencies. Pay for Success financing offers a mechanism to test innovative ideas, build more evidence around social policies, and scale interventions backed by strong evidence in communities across the country. To date, dozens of Pay for Success projects are being developed, with private funds that support government interventions. This brown bag is intended to provide an overview of the theory behind Pay for Success and explain ways in which the model can work in practice. Mary Ellen Wiggins, from the U.S. Office of Management and Budget’s (OMB) Evidence Team, will introduce the mechanics of Pay for Success and describe initiatives launched by the Obama Administration to support dissemination and use. Megan Lizik, from the U.S. Department of Labor’s Chief Evaluation Office will then provide insights about the evaluation aspects of Pay for Success, highlighting opportunities and challenges as the model is increasingly used by communities across the country.
